Leadership in Health Care

Chief Executive Officer

As chief executive officer, Patricia Dennis provides strategic leadership and establishes long-ranging goals, strategies, and policies. Working in concert with the Board and Leadership Team, she guides Fulcrum in delivering high-quality, evidence-based physical medicine services.

Prior to joining Fulcrum, Ms. Dennis served as Senior Vice President for Health and Care Engagement at HealthPartners. In this role, she was responsible for the vision, strategic direction, and operational leadership to improve health and care for patients and members by delivering an integrated and personalized experience.  Her areas of responsibility included behavioral health; case and disease management; health and well-being; quality improvement; utilization management; regulatory compliance; accreditation; worksite health; employer clinics; business development and integration; and health engagement solutions. In addition to her work at HealthPartners, Ms. Dennis has also served in leadership roles at Healthways/Tivity and Medica, and has held management positions in banking, commercial construction, and government service industries.

Ms. Dennis graduated Summa Cum Laude with a Bachelor of Science degree in business administration from Minot State University, with additional specialized executive education from St. Thomas University, the Kellogg School of Management at Northwestern University, and the Harvard School of Business. Ms. Dennis is a recent graduate of the Leadership Program in Integrative Healthcare at Duke University.

In 2009, Minneapolis St. Paul Business Journal honored Ms. Dennis as one of its “Women to Watch.”

Chief Financial and Security Officer

Stephen De Wees serves as the chief financial and security officer for Fulcrum where he oversees the daily financial and technology operations of the company.  Having held numerous leadership positions within Fortune 50 and high-growth, private equity-backed companies, Mr. De Wees brings over 20 years of finance and corporate development experience to Fulcrum. 

Mr. De Wees most recently served as principle at Briar Mill Associates, where he advised clients on a variety of strategic and operational matters.  Prior to this, Mr. De Wees held leadership finance positions at Spring Mobile Solutions, DBSD North America, FTI Consulting and Sprint Nextel, where he focused on corporate strategy, capital raising and completed multiple merger and acquisition transactions. 

Mr. De Wees holds a Bachelor of Arts degree from Macalester College in St. Paul, Minnesota, and Masters degrees in Business Administration and Management from the University of Maryland.

Chief Operations Officer

Shireen Stone serves as the chief operations officer for Fulcrum Health where she oversees the delivery of high value health care networks, products, and support services and leads program and product development strategy leveraging Fulcrum’s physical medicine capabilities to improve outcomes and create value for patients and purchasers. 

Ms. Stone joined Fulcrum in December of 2017 and brings more than 20 years of healthcare experience in revenue cycle operations, information technology, program management, and process improvement.  

Ms. Stone is passionate about driving innovation and change at the intersection of healthcare delivery and financing, building the financial and clinical infrastructure between payers and providers to align payment with high quality, cost effective care and convenient access.

Prior to joining Fulcrum, Ms. Stone held leadership roles at Park Nicollet Health Services and HealthEast Care System, and most recently with CliftonLarsonAllen LLP providing advisory services to a national base of health system, hospital and physician practice clients.

Ms. Stone received her Bachelor of Science degree in Industrial Engineering and Management from North Dakota State University, and her Master’s degree in Liberal Studies from the University of Minnesota, where her studies focused on cycles of industry evolution and change, with an emphasis on overcoming systemic barriers to transforming health care.

Chief Clinical Officer

Vivi-Ann Fischer, D.C., is the chief clinical officer of Fulcrum. In her role, Dr. Fischer leverages her experience as a chiropractic practice owner to develop the best programs and resources for Fulcrum providers and support quality care delivery for their patients. She also oversees network credentialing, utilization services, and provider services for the ChiroCare network.  To recognize outstanding best practices approaches, the ChiroCare Centers of Excellence program (CCoE), was launched.  These clinics use standardized clinical protocols and an integrated, collaborative approach in achieving positive outcomes and improved quality of life for patients.  Dr. Fischer has been with Fulcrum since 2012 and has more than 37 years combined clinical and managed health care experience.

Dr. Fischer is currently a Board of Trustees member at her alma mater, Northwestern Health Sciences University (NWHSU), and formally served as a member on the Board of Directors for the Minnesota Chiropractic Association (MCA). She is active in several professional organizations, including the American Chiropractic Association, Minnesota Chiropractic Association, NWHSU, Minnesota Chamber of Commerce, and the Women’s Health Leadership TRUST.

In 1998 Dr. Fischer founded Plymouth Grove Chiropractic, P.A., where she practiced for over 24 years. In addition to her Doctor of Chiropractic degree from NWHSU, Dr. Fischer holds a bachelor’s degree in Biology from the University of Minnesota.

Chief Compliance and Privacy Officer

Margaux Weinstein, Fulcrum’s Chief Compliance Officer brings to the table over 20 years of combined experience in legal services, healthcare, and dispute resolution. In 2004, she obtained her Paralegal degree and combined her interests in healthcare and law. She has experience working within large and small healthcare organizations, county and state human services departments, and with private individuals as an advocate and mediator.

In her role at Fulcrum, Ms. Weinstein oversees the Corporate Compliance Program where she functions as an independent and objective body that reviews and evaluates compliance concerns, directing issues to appropriate resources for investigation and resolution. She institutes and maintains an effective Compliance Communication Program, providing proper violation reports to keep key stakeholders informed of Fulcrum’s compliance efforts. She also monitors the performance of the Compliance Program and evaluates activities on a continuing basis, taking appropriate steps to improve its effectiveness.

Ms. Weinstein obtained her Juris Doctor degree from Hamline University and her license to practice law from the State of Minnesota in 2013. She received her Paralegal degree from Minnesota Paralegal Institute and holds a Bachelor of Arts degree in Cultural Anthropology from the University of Minnesota. Ms. Weinstein is certified in Health Care Compliance (CHC) by the Health Care Compliance Association (HCCA).

Vice President Sales and Marketing

Jim Bradley, PAHM, is the Vice President of Sales and Marketing and joined the Fulcrum team in Oct. of 2016. Jim is responsible for the client services, sales, and marketing departments. In addition, Mr. Bradley supervises Fulcrum’s account services team located in Wisconsin.

Mr. Bradley has a 25-year career in the health insurance industry and a strong track record of successfully directing the development of health care/insurance products both locally and nationally. He has directed two successful start-up organizations and led two different managed health care organizations into market-leading positions.

Before joining Fulcrum, Mr. Bradley served as director of sales and client relationships at Avera Health Plans. Prior to that, he was an insurance industry consultant focusing on business development and client servicing for companies selling into the health plan space.

Mr. Bradley also served as president of Complete Health of Georgia (HMO), vice president of sales for MAMSI (now United Healthcare), senior director of sales and marketing for Kaiser Permenenate of the Mid-Atlantic States, and vice president of Sales for Magellan Specialty Health.

He was the founding executive director of the Academy for Healthcare Management where he (in coordination with AHIP, BCBS Association and LOMA) developed, launched and oversaw the managed health care industry’s first professional certification program.
